The Place Promised In Our Early Days

Has anyone else seen The Place Promised In Our Early Days? Considering it is one of the relatively few explicitly alternate history films in existence (and involved multiple universes theory as well) and is artistically high quality as well, I'm surprised there isn't more discussion of the film on this forum.

Essentially the film is set in a world where Japan was partitioned in 1974 between the United States and the "Union" with the latter obtaining Hokkaido or "Ezo" (as its called in the film). By the time the film opens in the late 1990s, the Cold War is not only still going strong but there's a strong threat of war looming on the horizon with the Russians building a mysterious gigantic tower on Hokkaido that is designed to exchange matter with parallel universes.

By the way, according to TV Tropes there's some further background information on the setting given in the DVD booklets for the film. Would anyone here have happened to see them?
 
I've seen it. It was nice, though the alternate history was mostly there as a back drop. Defiantly got some strong hints of Mayazaki influence to in the style.
