the Netherlands Join's the German Empire in 1901 when the British claimed they were helping the Boars in the 2nd Boar war .
How would this change the out come of the 20th century .

Join as in becomes a member? Because that will not happen. Or join them in some action against the English?
 
In 1901 the German Emperor and his family where still heirs to the Dutch throne. So a personal union could be possible if there was no royal birth in 1909 and if Germany would manage to remain a monarchy after WW 1.

Most Dutch were not anti-German in 1914. That sentiment changed during and after the Second World War.

No, the Dutch constitution outlawed all personal unions except a personal union with Luxemburg.
To be fair, there was a discussion if a personal union between a minor German prince and the Netherlands was also outlawed. I believe most Dutch politicians decided it was, since they did not want too much influence of Germany in Dutch politics.

So if Wilhelmina died without leaving any children, Wilhelm Ernst Karl Alexander Friedrich Heinrich Bernhard Albert Georg Hermann von Sachsen-Weimar-Eisenach would have to give up being grandduke of Saxony-Weimar-Eisenach if he wanted to become king of the Netherlands.

Given the way the Dutch constitution works it's up to Parliament to decide what it means anyway!

Maybe, but it is quite obvious that the Dutch parliament was not happy that the Netherlands would be ruled by a king who was also ruler of a small German principality (or whatever they were called during the German Empire). So my guess would be that Dutch parliament would still honor the constitution.
