The Nazi Secret Speech

Alright it is 1956, the Nazis control Europe, and much of Russia. It seems like every Nazi european victory plan worked out. The United Kingdom is still independent but somewhat limited in mainland europe. The Greater German Reich did well, but it was built on those mounds of bodies, slave labor, and radical thoughts everyone expected.

So one day Hitler dies in his sleep, nothing more. Who in Germany in a position of power would make out the German version of the secret speech?

The problem with, for example Fatherland, is that they didn't feel guilty about doing it.
 
The problem with this is it's not an exactly analogous situation. Kruschev could condemn Stalin by claiming he had perverted the ideas of Lenin and Marx but who would Speer (assuming it is Speer, he seems the obvious candidate) blame for perverting Hitler's ideas?

If there was an intermediate Himmler regime, then we are in business: everything bad about the Nazi regime would be blamed on Himmler and Hitler would be elevated to the Nazi equivalent of sainthood.

If there exists something approaching the SS "garrison state" that Himmler imagined should be forged out of what used to be European Russia, they can blame it on them. Generally, since the SS were the ones that handled systematic extermination (as opposed to general war crimes, which they were far from alone in), you can make them out to be the black sheep.
 
The only way I can see Nazi germany surviving, and thriving as a state is by casting off the radical elements, almost like what the Soviets did post-WWII. Not only does this give more options to change things with in the government, it also sets up the State, not the man being important. The cult around Hitler would need to be either dismantled, or toned down, much as what occured to Stalin.

I don't know - the SS state-within-a-state could simply evolve to take over the normal organs of statehood.

That reads nuts ! What I mean is, that in a victorious Germany, the SS is likely to have a stranglehold on industry (both direct and indirect - qv the Red House meeting), runs the intelligence service, has a huge say in the army due to the fact that with demobilisation it will be regular Wehrmacht who will go home before Waffen SS, probably controls the majority of research and development, and may even have made inroads into the foreign office (qv Himmler and Schellenberg's personal diplomacy)
