The Natufian culture start civilization in 11,000 bc

The natufian culture of the levant region was one of the first cultures to establish a sedentary based lifestyle starting around 13,000 bc. The earliest known evidence for agriculture in the world comes from this culture.

Is there anyway they could have jump started civilization by thousands of years in their development and perhaps create the first "city" in 11,000 bc about 3000 years ealier than otl? Not to mention what impact that would have had potentially on human cultural development down the line?
