In OTL, one of the conspiracy theories about 9/11 is that many Jews who worked at WTC stayed home that day on some secret advice. Knowing that sometimes strange things have a little-known plausible explanation, I thought of the fact that there are two Jewish holidays around that time of year. My research indicates that the 11th wasn't one of them in 2001. Rosh Hashana was on the 18th and Yom Kippur was on the 27th. Considering that RH is meant to be a happy day and YK more somber....
WI Al Queda attacked the WTC on the 18th instead of the 11th? A significant number of Jews would have taken the day off, and the rumour that Jews were behind 9/18 would have been harder to dispel than the equivalent OTL. Perhaps it could have been a half-baked Al Queda plot to stir up anti-Semitism in the US to end American support for Israel? ITTL, Al Queda denies responsibility, claiming if they did it they would have done it on a day when as many Jewish "swine" were there to be killed....
How does this affect the investigation and cultural shift in the US afterwards? The political/military response?
