I like this definition from Dictionary.com:
No rules, anyone can create one. Conversely, you can take it as deep as you want to.
It helps, even if it is the little lot your house sits on (in my case) - but by no means is it necessary. There are some that exist solely online.
There have been attempts in the past to create some (even one focusing on maintaining currency). Thinking of creating a "UN" here, myself.

The Vast, Great and Beloved Kingdom of Domtopia would like itself to be known on this here thread.
We already have alliances with Beerhaven and the Dictatorship of Charl.
I flag would be appreciated, but not sure what we want on it yet. Current territory is limited but we will be moving to a more expansive plains soon (for the people of Domtopia enjoy to move around)

The micronation of Penthesilia came into existence on 15 April 2010. Comprising a small group of islands within the Bermuda Triangle, Penthesilia is a parliamentary democracy with a legislative body (the National Jiggyjiggy) based upon universal suffrage for all citizens aged 16 and over. Elections for National Jiggyjiggy are held every 10 years, with that body choosing a head of state, known as the Dowotisayok. The current head of state is Dowotisayok Sue, leader of the Choceggsforall Party.
There are 2 provinces in Penthesilia, Agdistis and Latial, plus the island of Elugia which is the location for the Dowotisayokial Palace, the Jiggyjiggy assembly and other government offices.
As the new micronation’s constitution is currently being finalised, for the time being the Dowotisayok tends to make up the rules as she goes along.
Below are a Map, the Flag and the Arms of Penthesilia and a postage stamp issued to commemorate nationhood.

At 22:26 local time the 20th of April 2010 the dictatorship of charl officially declared war on the republic of Iceland. The actions of that nation and their volcanoes caused the dictator himself much grief and pain by forcing him to spend 26 hours on a bus from Brussels to Uppsala. This aggression will not stand! The dictatorship will accept nothing less than total surrender by the government of Iceland. On paper our nation is stronger than theirs', since they have no armed forces and we have a navy consisting of one person and a rubber duck. We have numerical superiority at an infinite degree compared to them, and thus we shall emerge victorious from this conflict. That nation of evil Norse and their many hidden seismic weapons of mass destruction has to be brought in line. No more shall we suffer under the oppression of the sinister Icelandic volcanoes and their agenda. No more, not now, not ever.

Well the Kingdom of Oskania has become widely known throughout my area. The current King is King Oscar I, I am Grand-Prince Oscar II, and if I should die, Grand-Princes Meleigha I should take the throne. I have a flag, and my family(well my gramps) accepts being Oskanan royalty. I also have worked on a language.
