The Man Who Sold the World TL

We Passed Up On The Stairs ... Face to Face, With the Man Who Sold the World
David Bowie

Would it be possible for a man - with a POD no later than January 1, 1900 - to literally own planet Earth in its entirety, and then choose to sell it?

To be brief...

...no.

Didn't Stephen Wright say "You can't have everything - where would you put it?" :D

I suppose if you had a world-spanning monarchy the ruler could be said to "own" the world, but I don't think any form of government seen in history literally gave the monarch title to all land, let alone capital goods such as boats, livestock, etc.
