The Lands of Pembroke

On November 23, 1452 King Henry VI of England created his half-brother Jasper Tudor Earl of Pembroke.
Jasper had to wait for the lands belonging to the honor of Pembroke, because they were held by someone else.
Who was the someone else?
 
Didn't the Herberts hold the earldom of Pembroke? I know they did in the Yorkist era, since the earl of Pembroke (who also happened to be married to a Wydeville) planned on marrying his daughter, Elizabeth, to his ward, the young earl of Richmond, who also happened to be the heir apparent to Jasper's title. Of course when Richmond became Henry VII he married Elizabeth of York, and Elizabeth Herbert was married to the earl of Worcester (bastard son of the duke of Somerset).
 
I am guessing but the Earldom was held by the Duke of Gloucester (henry VI's uncle) on his death it reverted to the 1st Duke of Suffolk under the original patent. He was of course murdered in 1450 on his way into exile.
Any lands appertaining to the title may have been held by his wealthy and well-connected widow Alice Chaucer at a guess.

Most of the Pembroke lands would have reverted to the crown on the death of the last Hastings Earl of Pembroke.

Jasper certainly got Pembroke Castle from his brother in 1452 and held it until he lost it to Herbert during the Wars of the Roses.
