Presume if the Spanish got angry with the Americans after losing the war, and refuse to sell the Philippines territory to the US government, and yet the same time couldn't able hold it's territory much longer due to growing political and economic crisis in Spain, and the growing presence of the US navy. Spain for whatever reason, sold the Philippines to Tsarists Russia. What would be the impact for both Russia and the Philippines?

How much say does the Spanish government have in the matter? Can they prevent the US from just taking PI?

Indeed. Though, in reality, the Spainish really dident even have the motivation to try to hold the islands. The battle of Manilla was actually a pre-planned brief show of "resistance" in order to satisfy Spainish honor before turning over the city to the Americans. This was because the local Filipenos were also actively revolting, and if the Americans dident take over the natives would.

The alternate resolution would be the Spanish selling the core territory of the Katipunan which is Luzon to the Americans so that they can crush the revolution in the visayas instead for their own honor.
