pacifichistorian and burmafrd make some excellent points on how the problem could have been solved earlier. But the original POD for this scenario was in 1923 and would have resulted in the torpedo scandal never happening at all.
As I outlined in my scenario above, I believe that good fish from the start would have ultimately "only" shortened the war by about 8-9 months. American doctrinal and organizational problems and Japanese tenacity would have prevented an earlier victory.
