Just a rough timeline for now, but something that I'd really like to work on sometime in the future. The POD is that Bush's drunk driving arrest gets him into bigger trouble in the public's eyes than it did in OTL, and New Hampshire goes to Gore.
POD:
Days before the General Election, Carl Cameron, of Fox News, reveals a source that indicates candidate George W. Bush was arrested for drunk driving in Maine in 1976. In a press conference soon thereafter,denies the report. (OTL, he confirmed the report, but still suffered from the publicity.) However, the news spreads quickly as Bush's denial is proven to be a lie after the source is confirmed.
On November 7th, ballots open throughout the nation as votes are cast to elect the next President. Gore sweeps the Northeast and the Pacific Coast, as Bush dominates the South and the West. By the end of the night, Gore appears to lead Bush, with only Florida and New Mexico having not returned votes. However, Gore is still shy of the 270 electoral votes needed by 5 votes. The Gore campaign calls for a recount in key counties in Florida, challenging the results unclear votes. The recount goes ahead, but is halted when New Mexico's votes give Gore the 270 needed for the Presidency.
Al Gore becomes the first to win the Presidency with the minimum electoral votes needed.
9/11 occurs as IOTL, and the Gore sends troops to Afghanistan as part of the "War on State Terrorism".
When Iran offers to aid in cracking down on al Qaeda in exchange for more open communication with the UN and the West at-large*, the Gore administration jumps on the opportunity. Iran, the US, and the EU cooperate in aiding the Northern Alliance in Afghanistan, eliminating al Qaeda's primary base of support. Attention turns to Pakistan as pressure and world-wide attention is ratcheted up on the ambiguous nation, forcing it into a strongly anti-terror stance. In 2005, President Musharraf turns A. Q. Khan into the hands of the International Criminal Court, accused of running a "nuclear black market". Meanwhile, US-Saudi relations grow cold as President Gore responds more directly to its apathy to the War on Terror.
On the home front, a down turning economy is accented by a dramatic increase of gas prices. President Gore's popularity, boosted after 9/11, takes a similar down turn, approval ratings reaching a low of 46% as 2004, and his reelection campaign, approach.
However, Gore is elected to a second term, though with an only slightly greater margin of victory than in 2000, over Republican opponent, John McCain.
In 2006, a National Security Estimate reveals that Iran has dropped research on nuclear bombs, supporting Iran's argument that it's nuclear aspirations are peaceful in intent*. President Gore argues in favor of Iran's nuclear program, pointing to its cooperation in the War on State Terrorism and in the UN to its peaceful intentions. However, a Republican controlled Congress prevents him from taking real action. Nevertheless, the pressure against Iran is relieved and its first nuclear power station is well under construction by 2009.
In mid-2008, the housing bubble finally bursts and the already slowing economy seems to spiral into a depression. President Gore's approval ratings drop to near 20% and the atmosphere seems ripe for a Republican return to the Presidency.
John McCain returns as the Republican frontrunner and secures a victory over Democrat Hillary Clinton with a campaign of "Change in Washington, Change in America". He takes office in 2009 amidst what many are calling the "Second Great Depression".
