On the First of July 1933, former four-star General Charles Summerall met with two members of the American Legion, a veterans' organization: Gerald MacGuire of Connecticut, and Bill Doyle of Massachusetts. The purpose: to ask the former Army officer to run for National Commander of their organization.

Two days later, Summerall once again met with the duo. Given a typewritten speech, it called for a return to the gold standard so that veterans' bonuses would not be paid in worthless paper money. The following day, he delivered that speech at the Legion's Convention.

Summerall met with MacGuire a few more times that year. In 1934, the latter traveled through Europe, communicating with Summerall by postcard. On August Twenty-Second, Summerall once again met with MacGuire.
