The future of Italy's colonies if Italy remains neutral in World War II?

Part of the butterflies from Italy not being in WW2 is that Italo Balbo does not die in 1940. Now, not only was he as governor of Libya urging 30-50K migration per year to the Fourth Shore but he opposed the anti-Jewish race laws. He also opposed the alliance with Hitler so if Italy stayed neutral then one could guess his influence is higher than OTL ( yes , I know he was sent to Libya as a form of Exile by Mussolini but there would potentially be a greater need to keep him sweet and out of Italy ).
This would suggest a driver for increased settler numbers with potentially a lot of Jews fleeing to a protector, Italian Libya was already about 3.5% Jewish ( rest was around 13.5% Italian,80%+ Arab ) so its not as if its too outlandish for them to be funneled to Africa . This would lead to potentially a non-arab majority by mid 1950's ( Italian policy included encouraging emigration of Arabs to free up space for settlers ).
In such a scenario then decolonization just does not happen, if anything the Arab population withers away to 20-30% as the coastal belt is overrun by settlers.

Regarding Decolonization, much depend on how the ITTL WWII goes, there were plenty of thread about Italy remaining neutral and the conclusion are more or less:

- very good for Britain that can save a lot of men and material lost on Africa and had the mediterrean open easying the logistic line
- mixed for Germany as it can save troops and material sent in Africa, Greece and maybe Jugoslavia (but it's not a given as if the situation become unstable Hitler will invade to secure the rearguard for Barbarossa) but Stalin ITTL had less incentive to disbelive any hint of German attack
- extremely bad for Japan as now they must face a lot less distracted UK that can keep in zone better troops and better equipment.

In the end we can have a more spent URSS and less devastated european empires making the decolonization effort much more difficult.

You mean due to the large-scale oil exploration bringing a lot of Italians into Libya?

That will certainly play a role but Italians already coming in prior to WWII were making a large impact in terms of population; they were already at around 10% of the population IIRC by the 1930s. According to Populstat, Libya as a whole didn't crack 1 Million until the late 1940s, so any serious continued Italian settlement will quickly come to dominate the colony.

Amara, Scioa, Harrar and Galla-Sidamo were Italian creations, no?
Kinda, they were roughly based on ethnolinguistic boundaries but altered at the expense of the the Oromo and Amhara.

Held by the Ethiopians against their will?
This is certainly true for the Somalians of Ogadeb. For the rest I've read differing views on the matter.
