But seriously, I was watching Vsauce, and I saw his video Is all fair in love and war? It talked about the Environmental Modification Convention, banning modifying weather as a weapon.
During Operation Popeye, U.S planes ceded planes over Vietnam and modified the monsoon season as too which the season was extended by a month.
It was so effective, rainfall increased by 30%!!! It made road surfaces muddy for the enemy, mass landslides erupted through the country, and lead to thousands of deaths.

So I had a few questions for PODS.
1 The Operation is even more successful in Vietnam, and the Monsoon season is extended by 2 months, and Rainfall increases 60%.
2 The Convention is never brought up, nor signed, and modifying the weather in warfare is legal.
Is this possible, and if so what would be the outcomes on the Cold War?
