In the specifically American exceptionalist context it involves the idea that the US will be this shining example to the rest of the world...In my understanding, as original trickle down- they believe the ,,peace,, they made by dissarming and having a neutral foreign position will ,,trickle down,, to the world . Sounds even worse than the original trickle down, tbh

I suspect that by this point the whole military establishment (or at least most of it) has kind of been captured by the logic that you have to keep striking at Russia to keep her off-balance etc. and both the Kaiser and Crown Prince buy into that logic too. So in the end, perhaps it's not all that important who is literally manipulating who - although I'd imagine that both of them like to think they're the one doing all the manipulating...How much power does the Kaiser have here? I'd imagine the imperial family as a whole is quite influential but to what extent is the Kronprinz taking marching orders from Wilhelm II?
More or less. It's basically a slightly more comprehensive version of the tariff regime imposed from the 30s onwards OTL.
