What if Napoleon I hadn't escaped from Elba and remained there, governing it as it's emperor for the rest of his life?


How might it have been involved in Italian Unification?

How would future French politics have turned out?

Would there have been a Napoleon III?

Also, Might such a brilliant man in charge of such a small territory, whose needs he can intimately know, turn it into something of a paradise?
 
the big thing that comes immediately to mind is actually how this would effect politics in britain, as it might serve to preemtively end Wellington's career.

as for italian unification (which would be considerably altered by changes to napoleon III) I think elba might stay out under such conditions, becoming another micro state, which might be really cool, it could be like vegas and the caymans rolled into one. or, it might wind up part of france.

one other thing: under these conditions, we might see the bonapartes eventually being accepted into royal society in europe leading to varying degrees of intermarriage with continental royalty.

Not sure about "paradise," but everything that I've read about his tenure there suggests that while he was there he governed it very well. Of course, it had probably been something of an afterthought to everyone else who had ever ruled it.
