The effect of no trust busting?

How could you avoid the trust busing during the early 20th Century in the US, and what would be the effects of companies running rampant?
I have this vague idea in my mind of a revolution in the US, but that's not my area of expertise so I'll let smarter people answer this
 
Socialism will be much stronger, and certainly more radical. Eventually, a progressive from one party (either Roosevelt, Wilson, or some some other) will be elected and pass economic and social reforms and draw in support from the left. Whether this will kill the socialist movement like it did IOTL, I'm unsure of.
 
Or it uses the German model, per Bismarck to nip unrestrained socialism in the bud while having vast conglomerates
 
Does this push the Stock Market even higher, & lead to an even steeper, harder crash?:eek:

OTOH, in the aftermath of the Crash, does it lead to stiffer-than-OTL regulation? Even moreso than OTL's Glass-Steagal? Does the great public repugnance end up making it harder to change (by writing the law in a way that's harder to "undo")? Does that make the '08 Crisis less likely? (Am I looking too hard for utopia?:p)
