The Edict of Versailles

King Louis XVI of France signed the Edict of Versailles on November 7, 1787.
This edict granted non-Catholics civil and legal status in France. It gave them the right to openly practice their faith.
Suppose Louis XVI does not sign the Edict of Versailles. What happens then?
 
Not much, except even more general disappointment and even more problems with the then unavoidable Estates General gathering.

While still technically outlawed, non-Catholic cults were de facto openly practiced since decades (I ran into some denounciations about "These pesky Protestants that practice their cult and you police don't do anything about while they gather weapons and will kill us all"*)

Granted, it was no freedom of religion, but things were generally okay (with situation tightening a bit when a new responsible figure of authority came, as to show off their muscles a bit).

*Bit less comedic of course, but it's to give the comparison with people complaining to police about young people smoking marijuana without being given great attention.
