IOTL China did not have an elected body until the Qing's New Policy era, when *0.5% of the population elected Consultation Councils in their own provinces with no legislative power. This took place in 1909, only 2 years before the Dynasty ended.
In contrast, The Ottoman Empire had its house of representatives as early as 1876, and Japan in 1890. Persia had a parliament in 1906.*
Your task is to make the Chinese society familiarized with the concept of elections and create a situation in which they feel necessary to adopt it as early as possible.
The PoD can be as early as 1600, you can preserve the Ming Dynasty if you see it as necessary.
