PoD 1:
During is short reign as ''dictator'' of the Dutch Republic, stad holder William II of Orange Nassau made two major constitiutional reforms.
The five Admiralities of the Dutch confederation was brought under on command. Chosen was the oldest Admirality, the Admiraliteit van de Maze in Rotterdam. This Admirality was now the only one who comanded the Union fleet, in stead of a confederate fleets.
The same was done with teh Army, the ''Staatse leger'' was since the peace of Westfalia reduced to Provincial militia's. Now it was brought under one command. The same was done for the financial base. The fleet was funded with a tax of 5% on all merchant shipment, and the army was funded by a small tax on beer.
Even this the fleet was in poor condition, ships were sold as merchant ships, war ships were old and small compared with the English ships and fleet which was in a far better shape. English ships were bigger, and in larger numbers. The English fleet also made some succesfull campaigns.
When finaly war broke out the course of war was as we know it, and strated desastros for the Dutch. How ever in 1653 the tide changed and the Dutch scored some victories, manly due to the dividing of forces by the English. The English who grew confident after their first victories.
PoD2:
Admiral Tromp can convince the State Genral to lanch a raid in mid winter agains the English fleet who was under repair after the last fleet engagements and for winter overhaul.
On December 1st the Dutch ships appeared at the mouth of the Theems. A part of the fleet guarded the mouth of the river, a small squadron sailed up the river Theems, causing panic in London, but the bulk of the fleet sailed up the river Meway ith the upcomming tide.
The english fleet suprised, disperesed and certanly not battle ready, was destroyed and the Chattam docks and warf installations were destroyed.
In the raid who took 8 hours, 18 ships were destroyed, 4 ''big ships'' were taken as prize. It was the first and very succes full action of ''sea soldiers'', soldiers who landedd on shore attacking coastal batteries from the land side, and who were mainly responsible for the destruction of the Chattam dock yards.
The result was the peace treaty of Westminster on 2 August 1653.
England would return all shipps it confiscated, some 1200.
England shall guarantee free acsess and trade for Dutch ships and merchants.
England shall abandon the Naviation Acts.
Engleand will hand over the island of Barbados, as war reperation.

Aftermath
In the same year as the treaty of West minster the Dutch sent a relief fleet to Brasil in a final attemd to save this sugar colony. The expedition is a succes and results in a peace treaty with Portugual in 1654, were Portugal cede all claim on Brasil North of the river Sao Francesco.
In England the raid on Chatam ahd a deep psygological impact, several laws are made to strenghten the navy and a large building program is started.
The English also needed to thing twice before they chalange the Dutch at sea.
The war is also one of the factors who contributed to the decline of Cromwell.
In the Dutch Republic are lessons learned as well, despite that the war was won. It was won due to swift action of a single command,no delaying debates between the Provinces to hand over their war ships, and which procince would deliver the admiral. The war ships were in bad shape and the fact that merchant men had to hired as warships showed that a puposebuild upto date war fleet was necessary. The selling of ar ships was forbidden by law. A naval act was accepted, resulting in the construction of 60 lrge ships, and a minimum strebnght of the fleet guaranteed by law.
