    I had an Iranian and an Iraqi student living next door about this time. They were, oddly enough, both military officers doing civil engineering degrees (both were engineers) and got extensions to do post grad work culminating in a PHd for one of them. When the Shah fell the Iranian refused to go back despite various inducements and claimed asylum and the Iraqi did the same when the Iran-Iraq war kicked off.

    Robert Bourassa, leader of the ruling Quebec Liberal Party in Quebec, is likely to shortly announce that he will be calling an election for 15 November. He feels that the successful financial rescue of the Montreal Olympics will give him a significant boost.

    Party Québécois will probably use the many scandals of the Liberal Government in campaigning, and will focus on a platform of good governance.

    There have been reports of a mid-air collision between British Airways Flight 476, a Hawker Siddeley Trident, en route from London to Istanbul, and Inex-Adria Avioproment Flight 550, a Douglas DC9, en route from Split to Cologne.

    There are believed to be no survivors.

    TWA 355 flying from New York to O’Hare International Airport in Chicago has been hijacked by five people connected with a Croatian independence movement, Fighters for Free Croatia.

    There are 36 passengers and crew on the plane.

    The hijackers have said that they have planted a bomb in New York’s Grand Central Terminal, and will give directions to locate the bomb in exchange for an appeal to the American people concerning Croatia’s independence being printed in the New York Times, the Washington Post, the Chicago Tribune, the Los Angeles Times, and the International Herald Tribune.

    The plane is heading to Montreal’s Mirabel International Airport.

    A section of the M25 south of London, (East Grinstead to Reigate) has been opened. When complete, the M25, a combination of Ringways 3 and 4, will ensure the free flow of traffic both through and around London.

    Memo to PM.

    Maintenance of aircraft carriers.
    These would be needed for large naval operations outside of land-based air cover where the potential enemy has air capability. That is limited to defence of territories that do not have internal capacity to support aircraft. Gibraltar, Hong Kong, Ascension, and the Falklands are the principle possibilities. It is inconceivable that Spain would take military action against Gibraltar. Hong Kong will be handed over to China in due course, and in the unlikely event that China pre-empts this, it would not be a major issue. Ascension is jointly held with the USA, and any incident against Ascension would automatically bring the USA into the equation.

    The Falklands is the only scenario where aircraft carriers might be required. It would be a policy decision as to whether the Falklands justified the cost of maintaining a carrier fleet.

    For the role the RN is expected to play within NATO, it needs more ASW helicopters, and SVTOL aircraft to deal with Soviet reconnaissance planes.

    Recommend replace carriers with much smaller versions, and sell old large carriers. Iran wants one.

    On a related topic, the same arguments apply to the RN amphibious vessels.

    It will need a policy decision to determine the cost/benefit balance.

    Fleet Auxiliaries.
    Fleet auxiliaries enable a fleet to stay at sea for longer. Merchant shipping does not have the same capacity to trans-ship supplies at sea.

    Loss of the fleet auxiliaries would result in ships spending longer in port and less time on operations. To achieve the same coverage, we would need more warship hulls. Savings would be minimal at best, and are more likely to be negative.

    Army/RAF helicopter capacity.
    It is a matter of communication, command and control. Army helicopters become used to operating within the Army control network. If these functions are to be combined, then we would need a drastic overhaul of the control network. This is unlikely to form positive benefits.

    However, a unified system for basic flight training should be viable.

    Ceremonial duties.
    Military, the MOD does not have an opinion. The views of the Queen would be more relevant.

    Support functions.
    Possible. However, this won’t affect the numbers needed. Doctors generally receive medical training outside the services in the first place. Savings would be minimal.

    Procurement.
    If we buy British, we are limited to a few suppliers for big items. We already source basic items from cheapest supplier. We have, for instance, made significant savings on boots. It’s harder to shop around for main battle tanks. They’re not the sort of thing you can buy from Woolworths. Are they? I haven't shopped in Woolworths for some time. I know Harrods does not sell main battle tanks.

    Pay restraint.
    Savings from retiring Admirals, etc., would be minimal. Greater savings could be made by reducing payments for out-of-area deployment, hazardous duty, etc. There may be a slight morale impact from this.

    Nuclear deterrent.
    Noted that this is off table.

    Income.
    Using the Armed Forces to generate an income stream requires having under-employed troops. That would require a significant expansion of the Armed Forces, which would result in much greater expense.

    The body of Cara O’Brien has been found in woods near the border with Northern Ireland. Details have been withheld because of the distressing nature of the crime.

    Police wish to speak to the owners of a green Ford Cortina seen in the vicinity. Border crossings have been notified.
