Let's say that in February 1962 J. Edna dies of a heart attack. His replacement is Deputy Director Bill Sullivan, whose previous job includes running COINTELPRO. Does the organized crime drive get in gear? Serious efforts made on civil rights? I'd say yes, but curious to hear your ideas.

Depends on whether or not Oswald's (successful) attempt gets butterflied. A nut with a rifle and JFK in the same city. Unless the nut gets picked up and chucked in the loony bin, there will be an attempt.
 
Hoover was going to be retired in 1965 anyways, without the need of "FORK ME NOW" pictures of him in drag. Few are more adept at the nut-cutting of blackmail than Robert Kennedy. ;)
