A common trend I see in Threads about the Confederate States of America, is that they couldn't conquer any neighboring countries because they're too poor and undeveloped to do so.

That is possibly true. But there was something called Filibusters, American citizens who fomented insurrections in Latin America in the mid-19th century.

The question: If the CSA won their war, could the CSA uses Filibusters to foment insurrections and revolutions across Latin America and the Carribean, like in Cuba, Mexico, Nicaragua, or ETC, to annex certain regions or create puppet states or/and annex them, sort like how the Republic of Hawaii was annexed by America. And if so, which countries could CSA filibusters succeed in?
 
Will given that the CSA would likely want to rebuild and form international relations I would say this is unlikely to happen for a few years post civil war. Maybe after 10 years. Mexico is a no go. More likely the CSA would try buying land to have a west coast like in turtledove's Alt-history story's. Cuba maybe not sure how Cuba would do in 1875 could be possible.
At any rate it would make for a fun timeline.
 
The USA is going to react very negatively to any CSA filibuster attempts. And they, unlike the CSA, will have the navy to do something about it, not to mention probably controlling several key areas like the Florida Keys and so on.

CSA will be too busy trying to hold itself together and fearing an invasion from the north.

So, for the mental exercise, say the CSA starts some nonsense in Cuba. Don't get bogged on the details.
And Queen Vicky gets all noisome, posturing and whatnot.
No doubt the USA is going to look unkindly at the Cuba situation, but... Monroe Doctrine, eh?
Where does USA land on this? Tell UK to back up, thankee ma'am, and go handle it themselves?
Ask for Limey Tom, Dick, and Harry to come join the fun?

The Monroe Doctrine applies in exactly those situations in which its application will benefit the USA. UK actions to keep the CSA out of Cuba will be welcome. UK attempts to gain influence on the island are another matter.
