The 'Concert of Europe' or the Congress system installed after the Napoleonic wars, seems to get very little attention on this site. I think it is very, very interesting, a sort of League of Nations before the 20th century that lay down the seeds of future international laws. Eventually, the system collapsed due to the competing interests of each nation, but how can we make the system last? Perhaps if the Revolutions of 1848 are not as drastic as they are IOTL, the Congress System can survive intact, and continue its plan of trying to put down revolutions. I believe it is possible that the Congress System can survive 1848, but it will be harder to survive German Unification and any Crimean conflict. No matter how German unification occurs, it will lead to a clash between the Austrian Empire and Prussia, and if Russia decides to go after the Ottomans as IOTL, then there would be war. It is these conflicts between members that brought down the system. So? Any ideas on how to get the system to survive longer?
