The Church obstacolated somewhat the post WWII progress of Italy ?

My father ofter says the fact to have in Italy the seat of the Church obstacolated in certain verses the recent progress of our country ( i'm refering to recent past, let's say after WWII: i guess many knew the "anti-communist crusade" directly promoted by Pious XII), in the civil sphere (assisted fecondation, living will, etc), but also in the economical ( example, tax exentions until the recent EU laws in matter, but for example the IOR question etc.) and obviously political (...) spheres.

Without making referements to the actual Italian political situation, but also to know how the question is perceived outside of Italy, do you think he is right?
