Does this prevent the financial crisis of 2008?
 
I think subprime loans, the housing bubble, and the generally unethical corporate cultures many American companies had will still be around.

None of the main banks in the 2008 crisis would have been affected by Glass-Steagal. (See here and here.)

Edit: Besides, the legislation passed overwhelmingly, so their replacements would have just waved it through anyway. Keep in mind this is at the height of the late 90s bubble.

In my TL explorers I had Olin E. Teague (a bullish space supporter) kicking the ass of Phil Gramm in 1978 and having someone else elected as his successor. That was part of my story arc "how the space program can make a better world" :p
