The Californian hears Titanic's SOS

If the Californian had heard Titanic's SOS as soon as it was sent, how many people could it have saved?

Would a lesser death toll have made any of the changes to radio procedure, lifeboats etc after Titanic slower to implement?
 
The Californian was just 20 minutes away from the Titanic. It's sure that, at least, a few hundreds would have died, but not the 1517 that died in OTL.
 
If Titanic doesn't sink with such a loss of life then likely safety procedures wouldn't be implemented. Until some other disaster strikes at which point they will be implemented

GAH!!!!! NO NO NO!! Look it took the Californian 2 hours DURING THE DAY mind you to get too the wreck site. Even if the Californian had heard the destress call, by time she would have got there most of those in the water would have died by then.
