The Bush/Cheney/Rumsfeld and Russia

Could anyone expand a little on the opinions of Bush's Administration on Russia in the early-mid 2000s? I understand Cheney was always a keen supporter of a US presence in Europe, however did the three really believe in the "Russia is our partner" ideology or did they still see Russia as a threat?
 
Some of both. Russia after 9/11 was seen as a credible partner in the global war on terrorism due to its successes against Islamists in the various independence movements of the northern Caucasus autonomies, as well as the enduring influence Moscow enjoys in Central Asia. At the same time, the administration actively opposed Russian interests in Europe with its pursuits of missile defense and support for NATO expansion as well as Kosovar independence instead of autonomy in Serbia postwar.
