The Barbary States: Could They Survive?

The Barbary states historically depended on the Ottomans, and their main purpose was to raid Christian shipping and Christian lands.
Historically, the Barbary states fell either because of direct Ottoman conquest or because of European intervention. When the states fell, the Ottoman Empire was a hugely weak and backwards state, so I may assume that we'd need to keep the Ottomans strong enough to fend off the Europeans, but weak enough to not make them devour the northern shore of the Mediterranean (Spain and Italy. Greece was already conquered, and it became independent when Barbary piracy was either dead or dying). A good idea would be a succesful Napoleonic campaign in Egypt. Napoleon conquers Egypt, submits Syria, maybe it even makes Israel a century before, but decides that this is enough, and decides to progressively heal relations with the Porte and not go further. The Porte meanwhile quickly modernizes in order to stand up to western European rivalry and eventual aggression, manages decently against those pesky Slavonic Christians, and can then continue to semi-covertly support Barbary piracy.

Or we can give them another protector, such as a Maghrebi mega-state, with or without portions of Spain.
