As we stand right now in the current timeline, the WNBA has had a shaky history in it's 22 years with franchise relocations and foldings. But what if, in an alternate timeline, none of that ever happened and the league had more teams than it has now and it included expansion? I believe it would go something like this:
Eastern Conference:
Atlanta Dream
Charlotte Sting
Chicago Sky
Cleveland Rockers
Connecticut Sun
Detroit Shock
Indiana Fever
Miami Sol
New York Liberty
Orlando Miracle
Toronto Sabrecats (expansion for 2019)
Washington Mystics
Western Conference:
Dallas Wings (expansion team in 2016)
Houston Comets
Minnesota Lynx
Las Vegas Aces (expansion team in 2018)
Los Angeles Sparks
Phoenix Mercury
Portland Fire
Sacramento Monarchs
San Antonio Silver Spurs
Seattle Storm
Tulsa Stallions
Utah Starzz
In this alternate WNBA, The Mohegan Sun Casino in Uncasville, Connecticut is awarded an expansion team for the 2003 season along with San Antonio. The Chicago Sky enter the league in 2006 and Atlanta in 2008. Tulsa enters as an expansion team in 2010. In order to have 24 teams, Minnesota agrees to move to the Eastern Conference and Toronto gets an expansion team.
