Never layed Half-Life. I figured it might have to do with aliens, though. Maybe in some kind of multi-planet/species Confederation, the ruler is known by the people of his/her/its planet/country/whatever as "king" or "president" or "khan" or whatever, but to the other species of the confederation he/she/it is known as Xenarch or Xenocrat.

Either way it makes me want to win the X competition so I can add Xenocrat or Xenarch to my name somehow.

if I may put my two cents in.

xenocracy, sounds to me like it describes colonialism, just from the colonized's point of view.

perhaps xenarchy refers to something like the commonwealth realms.

Looks good, BMunro. My entry, which is mostly story, I have to admit, will feature the blue color as a Southern autonomist party, similar to the SNP in Britain, only rightist. It will also have too much convergence to be realistic, but it will be entertaining, anyway. And TBH, its not much of a map, either.
