The 3/11 earthquake occurs in 1986

The March 11, 2011 earthquake occurs on March 11, 1986 and hits the same area of Japan.

Effects, anyone?

Gorbachev gives tons of aid to Japan, boosting his popularity in the West and calming down the Cold War.

What does he have that he could, or even would offer to Japan? I can't see him giving aid to Japan when basic goods and food shortages are at their peak in the SU. South Korea and Taiwan would offer marginal support, PRC is obviously uninvited to do so, and the rest of the Asian bunch are too busy rebuilding themselves. As all of us can obviously predict, the United States will be pouring in a vast amount of supplies, funds, and anything deemed necessary in such a situation. Politically, Japanese-American ties will be strengthened while giving President Ronald Reagan the publicity and credit he will soon need in order to bury the Iran-Contra Affair during the inital discovery phase.

Was Fukushima NPP online back then? Could it get destroyed?

Note: Information came from Wikipedia, so don't expect much from this.

1. I believe they were, since the last of the boiling water reactor (Fukushima I - 6) commenced its operations on October 24th, 1979 when the rest were already online.

2. If by "destroy" you mean 'a-situation-worse-then-OTL-Fukushima-Daiichi-disaster' then yes. Saftey checks of the entire plant(s) were done after shutting down the premafecture. This is 2002-2005 were talking about though, so I can imagine a flourishing country such as Japan to suffer tremendously from this, as it would from most natural disasters.

The only thing which might be different is the lack of 24/7 newschannels. So the coverage was not so massive.
CNN was there but it was not worldwide
