deadly infection sweeps the country.

The "infection", officially called the Rage virus, that has ravaged England and Wales, has now crossed the Scottish border and outbreaks have been reported in Glasgow and the southern outskirts of Edinburgh. The M8 motorway out of Edinburgh and M77 out of Glasgow are both reportedly gridlocked in massive traffic jams as thousands flee the burning cities.

Emergency services has been overrun with calls for help, and 999 call centres have been swamped. The army has been deployed with orders to shoot to kill any infected, as well as looters. A curfew is in effect from 6:00 PM to 6:00 AM by the order of the government.

Airports accross Scotland are inundated with refugees attempting to flee Scotland before the infection spreads further. The UN has built massive refugee camps in France, Spain, , Belgium , Norway and Ireland and free flights are being organised by the government.

A national state of emergency has been in effect for the past two weeks, however, it has had little effect in stemming the spread of the virus, as most cities in England and Wales have been overrun, as well much of southern Scotland. At least 30,000,000 people are estimated dead by the United Nations, which has now placed the UK under military quarantine, which is being enforced by NATO air forces and warships.

Minor point - The Isle of Man is not part of Britian although it is part of the British Isles.... :p

I wonder what role in the Isle of Man would play in such a scenario ?

Probably a refugee collection point before they are shipped over to Ireland to prevent the island overcrowding considering how small it is ?

Would the island fully declare independence ?

Yeh so I thought I would develop a European plan to defend against any potential infection. It was meant to be small but I got carried away lol



European Commission’s plan for the defence of Western Europe in the case of spread of rage virus to Mainland Europe
CODE NAME: OPERATION DECR
With advice and cooperation from NATO, the Swiss Confederation, Kingdom of Norway, Principality of Liechtenstein, Serene Republic of San Marino, Principality of Andorra, Principality of Monaco and the Vatican.
These below are the defensive lines which will be prepared for the defence of Europe from a Case 1 Outbreak.​

Preparation to be done before infection reported

  • The removal of as many people as possible from Areas 1,2, 4 & 5 on the map without disrupting daily life of these areas. This includes
  • Moving of people under state housing out of these areas. These include people in state housing, old people’s homes, hospitals, armed force bases and universities.
  • The creation of massive stocks of tents and other things which will be needed to house refugees from the infected areas throughout Europe.
  • The preparation of places where people will be evacuated in the first place such as sports halls, churches, stadiums and hotels.
  • The creation of fences along the Seine and Rhine walls made at first from metal then, if time allows us, concrete. A current example of this is Israeli wall around Gaza. The areas without rivers will be given priority
  • The creation of vast stockpiles of ammunition and weaponry
  • The education of citizens throughout Europe about what they will have to do in case of infection. They will be told of their evacuation and conscription plans. They will be told to try and stock up on food and water now to avoid panic buying at the time of an outbreak. They will not be told more.

Assumptions about the infected

In our planning we have interviewed many escaped Britons about the infected and tested a few captured at a facility in the Azores. Infection is through the sharing of bodily fluids, including salvia. The infected are completely lost as normal humans and do not have any of the higher brain functions. They seem to return to their animal instincts of gaining food but also of extreme anger against other primates. Britons tell us that they normally act alone and appear to be more active at nights. They are like any other animal and will not chase anything that they think that they cannot catch for example moving cars. However they seem to be able to move very fast and can cover about 40 miles without needing a rest. They appear to have a fear of water and some Britons escaped by going into rivers and floating away from the infected.
In Britain the evidence is that infection spread about 15 miles a day through rural areas, 11 miles a day through more populated areas and about 5 miles a day through built up areas. This was down to the infected wanting to kill everyone in urban areas and therefore going slower through populated areas. The fastest way they spread was through traffic jams, which allowed them to reach other settlements faster and therefore spread the infection faster.
With these assumptions we have based the defence of Europe on wide rivers. This is because our evidence shows that the infected will not cross rivers or even large puddles and if they fall in they are unable to swim and drown very quickly. We also implore the evacuation of people to be prompt and by public transport where possible to avoid the car queues and the defence of car queues where they are unavoidable.


Case 1 Outbreak
It is defined as an outbreak between the Seine and Rhine Walls. From Le Havre, Haute Normandie, France to Antwerp, Antwerpen, Belgium.

Likelihood
It is the most probable for a transfer of infection from Great Britain to the Mainland. This is due to a probable slip past the current naval, aerial blockade of Britain due to the short time it takes to cross the English Channel. Although there has so far been no cases of boats fleeing the UK with infected on board, this may happen either intentionally or unintentionally.

Effect
The landing of just 1 infected person would be hazardous for Europe. This is because the infected boat will probably be trying to hide and therefore land outside of a policed area therefore denying the authorities the chance of stemming the infection at source. The worst scenario is where an infected is brought over intentionally. The non-infected may bring the infected directly into a population centre looking for treatment and therefore increasing likelihood of infection of the population.

Protocol 1
As soon as a report of an infected person or a group of infected people comes in a heavily armed response unit will be sent. If they find that the infection is now more than 2 people they will ring the Rage Virus Containment Headquarters, in Stockholm, immediately. If they fail to stop infection spreading or find that more than 10 people are infected Protocol 2 will commence.

Protocol 2
The headquarters in Stockholm informs all governments of Europe immediately that infection has broken out in area 1. All armed forces and police leave is cancelled, conscription is enacted across the EU & linked states, Martial Law is enacted in France, Belgium, Luxembourg, Germany and the Netherlands, the Human Rights Act and all other legislation dealing with the containment of force against citizens is suspended across Europe. All television and radio broadcasts in France, Belgium, Luxembourg, Netherlands and Germany carry The Emergency Infected Broadcasts. Media companies across Europe are put under media restrictions laws, banning the showing or sharing of ‘sensitive or panic causing material’ If they do show these they will be shut down as soon as possible. All access to websites based outside of the EU & partner countries is blocked, all social networks, non-regulated media sites and political discussion sites are blocked. Any citizens deemed subversives in Europe are arrested; those which are in France, Belgium, the Netherlands, Germany and Luxembourg are terminated.
The evacuation of Ille de France, Champaign, Lorraine, Alsace, Franche-Comté, Rhone-Alps, Saarland, Rhienland-Westfalen, Rhineland-Pflaz, Noord Barabant, Limburg, Walloon Region, Brussels and Luxembourg to camps behind the Seine and Rhine Walls commences. The evacuation of Haute Normandy, Picardie, Nord-Pays de Calais and Flemish Region commences depending on which of these areas the infection is in.
The area of infection will be indentified within 1 hour. Armed forces, of any outside countries will be sent to 20 miles from infection and protocol 3 will be enacted.

Protocol 3
Once centre(s) of infection are indentified a quarantine zone will be enacted. The armed forces will be licensed to clear the quarantine zone of human life to avoid the chance of more citizens being infected. The ground forces will surround the town and stop any people getting out of the quarantine zone with deadly force. Meanwhile the air and naval forces will destroy the area with incendiaries and neutralise the potential infected with deadly war gasses. If infected are spotted outside of the quarantine zone then protocol 4 is enacted.

Protocol 4
With the failure of the quarantine zones, the troops will be withdrawn immediately and the use of nuclear weapons authorized. These will be used on the infected settlement and will aim to destroy everything within a 50 mile radius (the estimation of the amount the plague can spread in 3 days). This may include large, industrious historically important cities of Antwerp, Bruges, Brussels, Lille and Amiens. The only time nuclear weapons would not be used within the quarantine zone would be if the zone conflicts with the defensive walls. In their place deadly gases would be used, which are presumed to work on infected. If infection is reported outside of the blast zones then protocol 5 will be enacted
Protocol 4 is enacted to try and stop the infection in its tracks and to deny the virus more hosts to infect, therefore hopefully burning itself out. If no infection is reported outside of the blast zones after 7 days, the infection would have been deemed to have been wiped out and clearance teams would enter the blast areas to ensure that there are no infected and no potential infected left, if they are found they will be terminated. Once this is complete, resumption of normality would be taken in steps.

Protocol 5
With the failure of final protocol of containment, area 1 is presumed lost to the virus. Therefore there will be rolling policy of evacuations behind the Seine and Rhine lines. Every 5 miles2 will have its own office where they will look for infection in their area. Once infection is found or reported to that area any bridge within 20 miles will be destroyed and in that area evacuations will stop. This is to steam the infection and allow resources to be devoted to areas not so close to infection. Meanwhile under the Rhine and Seine walls, any sewers and tunnels which run under them are blocked, except where they can be used for evacuation (i.e. Paris metro tunnels) Once the rolling zones of evacuation come to the Rhine or Seine Walls protocol 6 will be enacted.

Protocol 6
Once rolling zones of evacuation hit the walls, they will be closed to evacuations within one hour within a 10 mile stretch of the walls. Any bridges across the rivers will be destroyed and any tunnels underneath blocked. This will cause many people to be stuck the other side of the rivers, they will be directed further down the walls to crossings which are still open. The will be enforced with deadly force if needed. If the crossing is the last or is the last with 50 miles then the persons waiting will be deemed a lost cause and will be terminated as a matter of course. This may cause trouble with troops of the same nationality so therefore other nationalities will do the terminations. Once all crossing are closed Protocol 7 is enacted.

Protocol 7
Once this is enacted, populations the other side of the wall for 50 miles, or up to other walls will be evacuated. This will include the refugees from Area 1. This is to give time for any breach to be sealed. In this zones there will be mandatory evacuations after a town has been evacuated by people willingly, the army will go in and remove anyone that is left forcefully. After this has been done the towns will be in lock down and anybody found in these towns for 3 months will be terminated on sight except if they show clear signs that they are not infected and turn themselves in willingly. Small army companies will be based in areas of 5miles2 or less if built up areas and will be responsible for clearing the areas over the 1st month.

Conclusions
This plan has been war gamed several times in their development.
Protocol 2 is enacted 75% of the time
Protocol 3 is enacted 75% of the time
Protocol 4 is enacted 64% of the time
Protocol 5 is enacted 32% of the time
Protocol 6 is enacted 27 % of the time
Protocol 7 is enacted 15% of the time.
Although nuclear weapons and the killing of European citizens is a very regrettable action and will cause massive political, economic, cultural and personal repercussions they are necessary if Europe is to survive. A policy where only walls are relied on results in a massive increase in deaths compared to ones using the deadly tactics. In the scenarios where a plan with terminations of potential infected are used the infection reaches the walls 7 days later than scenarios do not use deadly tactics and the whole of Area 1 is infected in 26 days rather than 15, due to the virus being impeded, at least, by the different protocols.
The success of this plan should steam infection and stop it spreading outside of Area 1,

November 16, 2006: The United States, monitoring the situation, and in coordination with Prime Minister Blair and The Queen, initiate a contingency plan called "Operation Snatch", created incase Britain were to be lost, which is a coordinated plan to not only evacuate as many of the 24,000 US military personnel in the UK and its American nuclear weapons, but to insert US Navy Seals, Delta Force, Green Berets, National Nuclear Security Administrations Department of Energy, along with any remaining British Special Forces and Frances Commandement des Operations Speciales to enter all British nuclear weapons arsenals and bases, extract all nuclear weapons to US and NATO naval ships off the coast and move them to secure locations to the US before any other hostile nation can enter the UK with their own special forces and remove them first for their own arsenal.
