The 1990 midterms if Dukakis won in 1988

What would happen? Would the Democrats keep control of both Houses of Congress? How liberal/conservative would Congress be in 1991/1992?

The Republicans almost certainly make gains barring a miracle for the Democrats. But that wouldn't necessarily mean a 1994-style revolution four years earlier. Those midterms occurred under very specific circumstances (Whitewater, the failure of Clinton's healthcare plan, an unusually large number of Democratic retirements) that're possible but unlikely to exist under Dukakis.

Come 1991, Dukakis would struggle to pass his domestic policies and he'd be forced to deal with the recession. Dukakis' 1988 campaign was so lacking in substance it's hard to tell how he would've handled the economy - or any important area for that matter.

Dukakis wouldn’t have the air of corruption or immorality that Clinton had, and Cheney, not Gingrich, would be Republican Whip.

I wonder whether or not Dukakis would push for healthcare and/or gun control. Is it possible that Dukakis’s views on criminal justice would lead him to oppose gun control?

I think he'd support the Brady Bill. Though gun control wasn't really a priority in 1989. He'd be more likely to focus on an issue like drugs or healthcare.
