Texas does different in 1861

Suppose in 1861 before the ACW starts Texas does not join the CSA but tries to work out a deal where it declares independence and allies itself with the CSA in case of war? Will the CSA go for it?

-Have an even higher German immigration rate to Texas; the German settlers in Hill country opposed secession and then opposed the Confederacy.

-A MUCH more popular Sam Houston, who urged for Independence rather than Confederation (after giving in to the secession, which he originally fought against), could perhaps persuade the rest of the Texas State government to vie for Independence.
If I recall correctly, he refused to swear an oath to the Confederacy at the original meeting of governors, and was kicked out of office. :(
