Test Act of 1673

In 1669 James, Duke of York converted to Catholicism.
King Charles II of England insisted that his brother James continue raising his daughters, Princess Mary and Princess Anne, as Protestant.
James' Catholicism led Parliament to pass the Test Act of 1673. The Test Act restricted public office to those who receive the sacraments of the Church of England. James was removed from the office of Lord High Admiral.

Suppose James, Duke of York had remained Anglican and not converted to Catholicism.
Would there eventually be an act like the Test Act of 1673?
 
The oath for the Test Act of 1673 was:
"I, Name, do declare that I do believe that there is not any transubstantiation in the sacrament of the Lord's Supper, or in the elements of the bread and wine, at or after the consecration thereof by any person whatsoever."
