The effect of war on technology is a double edged sword. Look at WWII. It curtailed developments in automobiles, housing innovations, and most particularly, television. It enhanced missile science, microwave radar, photography and atomic science.

To butterfly away WWII would certainly have been a net positive. One thing I do believe: a delayed war that started with atomic bombs would have been more destructive than one that ended with them.

For the sake of discussion that he developed viable VACUUM TUBES in the late 19th century... ( ie- 10+ years early - and the historic impact of radio communications a decade earlier )
 
If so, Jutland or its equivalent would've ended up a British curbstomping of the HSF. Jellicoe would've been hopping with glee for these to be installed to keep track, and Beatty would've been able to keep his ships moving at Dogger Bank and bash the Battlecruisers and not have them attack Blucher (Which makes for very distressing reading when on Hippers reaction to leaving her behind)

Plus Room 40's men might warn Jellicoe in time (IOTL Scheer pulled a trick and the head of Room 40 was an arrogant arse who didnt believe in reading other gentlemans mail who so annoyed the men that they didnt tell him only Scheers code was in port but the others weren't)
