Terrorist found to have piloted plane into Empire State Building in 1945

Hi! I read somewhere that near the end of the Second World War, someone accidentally flew a bomber into the Empire State Building during a foggy day. 14 people were killed.

Here's the alternate version. The man piloting the bomber is in fact a German, Japanese, or Russian double agent. The Germans want revenge, the Japanese are still at war with the US and are willing to perform a kamikaze mission, and the Russians realize America will be a threat at some point (though they're the least likely candidate).

The pilot, a trained Air Force serviceman for his country, gets some bombs (unless that's ASB) and tinkers with them so that they'll blow up when they hit something. He flies the plane into the building (claiming it's fog at first). The bombs crash into the front of the plane/building on impact and detonate in an explosion larger than OTL's, and the building collapses (or at very least is damaged and people evacuate).

In effect, you get a 1945 9/11 out of a smaller aircraft and bigger bombs.

What happens next?

EDIT: Note that this could be either a case of government-sponsored terrorism or the terrorist acts on his own and happens to have access to an aircraft thanks to his Air Force work.

Everyone's traumatized, possibly generates sentiment for a harsher peace towards Germany or Japan.

From a macropolitical perspective, not so much, Stalin might be distrusting of the West but he isn't about to authorize an overt terrorist attack against it for no real reason. Germany and Japan are by now either defeated or about to be.
