Don't see it happening since as long as it meets the population requirements for statehood. Its infinately better being a state than a territory. You would probably have to consider a POD back in the 19th century and consider some reason why gambling in Las Vegas, let alone Reno etc, never develops. In the very end I suspect it would be highly unlikely that any part of the continental US would remain a territory much longer after all those around it became states.
