Tensions between the state of Quebec and the government?

So for an idea I have, Quebec ends up rebelling with the Colonies and end up signing the DOI. Now what I want to know is what issues could come up that would lead to serious tension between the state of Quebec and the government of the US. I don't want them to want to declare independence or anything. What I had in mind was a non-seperatist rebellion out of a result (like Shay's Rebellion) of these tensions that push for reform. So any ideas about what could get them fed up?
 
Well if it was like those early tax rebellions, the government would round up some regulars and militia and go fight the rebels, like in OTL. Quebec is pretty far away, and there would be some linguistic/cultural dimensions to the whole thing, I think.

What kind of reform would these rebellions push for? Maybe if a larger revolt happened in this ATL Quebec there would be an earlier push for a strong Constitution? Or...a push for more decentralization? Depends on who is doing what when.

Sorry for being vague. I just think it depends on what is going on in the government and what the reasons the rebels have and numbers of rebellions that are going on.
