TBO: Possible second super powers?

For those who have read "The Big One" by Stuart Slade something has been nagging me. The rest of the world seems a bit to complacent in America's whole no war under penalty of nuclear destruction policy. You think that with the immense natural and economical destruction that the destruction of Nazi Germany resulted in the other nations would be a bit more apprehensive towards it.

Smart people of AH.com do you think it would have been possible for the Japanese empire or some other state to actually form their own nuclear deterrent against America?

Is this from an atl where China has been asb'd away? Also, the Russians have one or two rockets pointed westwards....
 
China is apparently conquered by japan but undergoes some sort of cultural diffusion with it which probably is not very plausible. Russia has replaced the UK in having "A special relationship with America" since they inarguably won the war with said nuclear holocaust. Also after said nuking america also carpet bombed some french monuments as a show of force.

The Empire of Japan, also known as Chaipan after it absorbed China (or vice versa, no one is really sure) is arguably the other major power in TBO. In effect it essentially occupies the position that the USSR did in @. It has a pretty strong nuclear deterrent, but then so does every major power in TBO (except the Caliphate). For example Australia has nuclear weapon in TBO, which it doesn't in @.
The UK doesn't quite have the close relationship with the USA that it does in @, which reflects the weakness of Europe post 1947, however that changes with time and by the TBO equivalent of 2010 both countries are probably as close as they are today.

America does not have a 'no war' policy. It is quite happy to tolerate small regional wars, but what it does do is step in to prevent those wars becoming wider conflicts. For example it steps in to stop the Indian-Chaipanese conflict over the Parcel Islands from becoming a major regional war, it also lets Argentina know that it won't tolerate further action against Chile (which has the unintended consequence of being one of the causes of the Falklands War).

At this point I do have to admit to being one of the TBO contributers (I wrote the UK bases stories 'Sceptered Isle' and 'Burns Night') which means I'm a bit biased. :D
