So I'm trying to find out a few things about European taxation in the 16-18th centuries. In England Parliament held the power of taxation and it seems that the same was true in other nations with Parliaments/Estates of the Realm, examples Spain, Portugal, France and a few others. What I'm trying to find out is when did the power of taxation shift from the Parliaments to the Crown, how did it occur and why didn't the same thing happen in England. Answers to these questions would be greatly appreciated.
