Tanzanian Annexation of Uganda

Isn't Africa trending more toward fragmentation? This just seems more likely to set up a bloody conflict down the road, especially with the state of Tanzania in the 90s.
 
Relative to Tanzania, or even in absolute terms, wasn't Uganda pretty much a basket case even after Amin got kicked out? I think annexation would give Nyerere a whole lotta headache, for very little payback.

As for the the neighbouring countries and sanctions, yeah, my understanding is that the invasion was pretty unpopular with most of the other African countries. So, an outright conquest might make really make them go ballistic.
