Survival of the Imperial Colonial Systems Through ReforM?

Could the old colonial empires of Europe have survived if the imperialists had reformed their rule? Allowing grassroots civil-rights campaigns to emerge and eventually allowing their subjects to become equal members of their empires? Perhaps by redistributing land from white landholders to the natives and making indigenous people an important part of the colonial infrastructue (IE make Jawaharl Nehru or Muhammad Jinnah Viceroy of India and giving them real power.

For the majority of them, there's no way the home countries would have allowed their own, domestic population to be out-voted by the "foreign", non-domestic population.
