Actually, none of those quotes specifically say they were 'good' roads.

The Roman all-weather stone roads were, AFAIK, not even approached in quality until the 1700s. You look that the BBC one, for instance, and it's clearly a timber road. Something that would have required a bucket load of maintenance, for instance, and not nearly as good (for many purposes) as the Roman system. The latter, however, was VERY expensive.

The fledgeling US tried building the 'National Road' west, using a cheaper system (Trésaguet) and only managed a handful of miles a year without bankrupting the country.

Good roads, as in all weather roads, is an amazingly difficult technology.
