If there was a plebiscite in Scotland in 1919 on the establishment of a Scottish parliament, as laid out by the 1913 Government of Scotland bill, what would the outcome be? And what would it mean for British politics?

I'm playing a roleplaying forum game at the moment (link below) set in 1919. I play John Maclean, a revolutionary Scottish socialist who led the Red Cydeside movement. In the game I have successfully reached an agreement with the player playing the British government to halt the general strike in Glasgow known as 'the Battle of George Square' in return for a plebiscite on enacting the provisions of the 1913 Scotland Bill, known colloquially as the Scottish Home Rule Bill.

One of the main aims of the Red Cyldesiders in the Battle of Glasgow was the establishment of a 40 hour work week. A Scottish parliament, with powers as outlined in the Scotland Bill, would be able to do this.

Both the Liberal and Labour party had Scottish home rule in their party manifestos in 1918. In the 1918 election in Scotland, of the 71 Scottish seats 30 were held by Unionists, 33 by Liberals, 7 by Labour and one other. Parties with home rule in their manifesto held roughly 56% of all seats and 60% of the vote, while the Unionist party held around 44% of the seats and 40% of the vote.
