Super sized Thailand

With a POD after 1800, what changes need to occur for Thailand (Siam) to have a GDP per capita of 43k in 2018 (equivalent to Japan on World Bank rankings) from 17 k?

I am trying to create a scenario, whereby Thailand is a regional power equivalent to 2018 OTL Japan with regards to the economy, military and diplomatic impact. If this is not possible, what is the best that Thailand can hope for?

Does holding onto the lost Cambodian and Laotian territories help at all?
 
Education, lack of corruption combined with the demographic transistion can increase Thailands GDP per capita.
 
I think bringing forward the legal and administrative reforms overseen by Gustave Henri Ange Hippolyte Rolin-Jaequemyns would be a good start.

There were also calls by French & British diplomats for the introduction of a constitutional monarchy in the late 19th century based on Meiji Japan, which I think would be an interesting start.

Perhaps if Rama IV introduces the changes that Rama V brought in, then Rama V could transition the country away from an absolute monarchy and into a constitutional monarchy. Something that I have toyed with is the encouragement of Japanese immigration, tapping into the Japanese diaspora.

The other country that I considered for my embryonic TL was Burma, but that requires far larger butterflies.
