That would still be around $1.40 for a gallon. Going from 0.32 to that would still get the torches and pitchfork crowd out, and the Pols know that.

During the War, Black Market gas still cost a fraction of that.
I'm guessing that black market gasoline in Nazi Germany was quite a lot more expensive. Americans were lucky to have what were then the world's largest oil reserves.
 
I'm guessing high speed rail isn't terribly energy efficient, moving something that big at 200 mph at ground level would create an enormous amount of aerodynamic drag.
More than cars by a long shot. More still if the drive is electric & not diesel.
