Styxnet - What else could have been targeted?

Stuxnet was (in all likelihood) a word designed and written by US and Israel, initially targeting the Iranian nuclear aspirations.

Sophisticated in the extreme, it targeted the PLC control software in Siemens mainframes, resulting in the Iranian centrifuges spinning themselves to death (20% destroyed is the minimum number, but I have read somewhere it was closer to 60%).

It delayed the Iranian development with at least a few years.

Everybody agreed that the level of sophistication could only be achieved by a 'nation state'.

Strangely it only attacked embargoed systems (like Siemens equipment in Iran). Other similar mainframes were not touched.

It had a 'fellow': Flame malware. This one could be used to erase all traces of Styxnet, meaning the whole thing is a 'big mystery'.

Apparently, North Korea was targeted, but as the usage of USB drives were not prominent, it went nowhere.

… But where else could it have been used?
- Trump attacking China car plants?
- Boris the PM infecting EU?
- Russia hitting ???
- North Korea really getting into the swing of it?
- ISIS infecting ???

There should be plenty of possibilities?
