In essence both were similar nations with similar expansionist ambitions, but politicaly on two separate sides of the coin.

Both achieved massive, though untenable territorial gains in their short life span, as well as massive advances in science and academics, and did so with strengths mutually exclusive to their eras.

So with Leadership, Military, Economic, Diplomatic, etc. facets coming into play, which Reich was the strongest comparatively?

Kaiserreich of course. It has sane leaders, a political leader not bent on killing some of it's best scientists and bankers, plus it's enemies were not that adamant in destroying it. Also, WW1 was a far more winnable war than WW2 for Germany.

One lasted forty-seven years, had coherent changes of leadership, and enjoyed the respect of its fellow nation states.

The other was a twelve-year nightmare that was hated by most of its neighbors and dismantled completely in the reign of the ruler who created it.

Relatively Germany was one of the Strongest nations in the World in 1914 stronger than either France or Britain alone and maybe even combined, it took the growing untapped US to really tip the scales. 1939 German was stronger than a much weaker Britain and France but now there was a whole new weight class....

Not only was the Kaiserreich materially stronger, in relative terms, but it also had a more solid "core". The Nazis made a mess of pretty much everything about Germany (the economy, the education system, agriculture, manpower policies) that undermined the ability of the country to sustain itself over a long-war or even for decades of peace. Their just lucky they never got those decades of peace before losing the war.

WWI is obviously stronger. Not only that, but if WWI Germany had won on the western front it might actually have been able to do something with that (negotiate a peace and go back to being a sane country). Nazi Germany had no endgame because it was run by lunatics. They could not forge a peace nor run the economy in peacetime.

WWII Germany is only seen as stronger because:

1) They got really lucky in France.
2) The technology available at the time allowed for offensive capability that just didn't exist in WWI.

That the imperial Germany army had Panzers and Stuka dive bombers it also would have been able to take France during its offensives.

The Kaiserreich, if for the simple fact that they're capable of working out the basics of negotiation and diplomacy.
